We use Sightmax on some web sites that aren't on the same server as the Sightmax install so Sightmax isn't installed in its own virtual directory off the main site. On these sites we get a 'new visitor' message everytime a visitor loads a page on the site even if they are just navigating within the site.
Is there any way to stop this?

It's a privacy policy issue with the IE browser. If your chat tags crosses over to another domain, then you'll see the issue. The solution is to add a p3p policy to your sightmax hosting domain.

I have tried going the p3p way but it isn't working. Just to make sure I have understood the KBA right. We just need to configure the HTTP header in IIS and nothing else?
Yes, but you NEED the p3p pages as well that you generated from http://p3pwiz.com/.
Those pages must be under IIS as well.
